In diesem Sinne hat sich der Kita-Ausbau zu einem zentralen familien- und bildungspolitischen Gestaltungsfeld entwickelt, dass starke Beachtung in der zivilen und medialen Öffentlichkeit gefunden hat.
Der bedarfsgerechte Ausbau der Kindertagesbetreuung wurde bereits 2007, von Bund, Länder und Kommunen auf dem sog. "Krippengipfel", unter der Verantwortlichkeit von Frau Ursula von der Leyen, der damaligen Bundesministerin für Familie, Senioren, Frauen und Jugend, mit sehr ehrgeizigen Zielvorgaben festgelegt. Dabei sollte, bis zum Inkrafttreten der gesetzlichen Neuregelung des Kita-Ausbaugesetzes, bundesweit, im Durchschnitt für mindestens jedes dritte variety unter drei Jahren, ein bedarfsgerechter Betreuungsplatz zur Verfügung stehen. Dazu sollte die Zahl der Betreuungsplätze auf eine beträchtliche Zahl von 750.000 Plätze erhöht werden.
