Die Arbeit zeigt auf, dass eine gute Kinderbetreuung und frühe Förderung für alle Kinder zu den wichtigsten Zukunftsaufgaben in Deutschland gehören. Im Zusammenhang mit den gesetzlichen Entwicklungen des letzten Jahrzehntes zeigt die Arbeit die Weiterentwicklung der Aufgabenschwerpunkte der öffentlichen Jugendhilfe auf und erläutert die Steuerungsinstrumente der Berliner Behörde beim Ausbau der Berliner Kita-Landschaft.

Am 01. August 2013 trat mit der neuen Fassung des § 24 II, 1 des Achten Buches des Sozialgesetzes SGB VIII ein individuell einklagbarer Rechtsanspruch auf einen bedarfsgerechten Betreuungsplatz in einer Tageseinrichtung oder einer Kindertagespflege, für Kinder ab Vollendung des ersten Lebensjahres, in Kraft. Die vorige Gesetzeslage sah lediglich die Verpflichtung zur Betreuung ab Vollendung des dritten Lebensjahres vor. Mit dieser gesetzlichen Neufassung stehen Länder und Kommunen in der Handlungspflicht, Kindertagesplätze für Kinder ab Vollendung des ersten Lebensjahres, zur Verfügung zu stellen. In diesem Sinne hat sich der Kita-Ausbau zu einem zentralen familien- und bildungspolitischen Gestaltungsfeld entwickelt, dass starke Beachtung in der zivilen und medialen Öffentlichkeit gefunden hat.

Der bedarfsgerechte Ausbau der Kindertagesbetreuung wurde bereits 2007, von Bund, Länder und Kommunen auf dem sog. "Krippengipfel", unter der Verantwortlichkeit von Frau Ursula von der Leyen, der damaligen Bundesministerin für Familie, Senioren, Frauen und Jugend, mit sehr ehrgeizigen Zielvorgaben festgelegt. Dabei sollte, bis zum Inkrafttreten der gesetzlichen Neuregelung des Kita-Ausbaugesetzes, bundesweit, im Durchschnitt für mindestens jedes dritte variety unter drei Jahren, ein bedarfsgerechter Betreuungsplatz zur Verfügung stehen. Dazu sollte die Zahl der Betreuungsplätze auf eine beträchtliche Zahl von 750.000 Plätze erhöht werden.
